Subnational Lobbying on National Policymaking: Evidence from Germany
Abstract
We analyze how and under what circumstances organized interests engage on the subnational level when trying to influence national policymaking. Our theoretical framework assumes that different routes for influence-seeking are available in a multilevel system. We argue that interest groups can pursue either a subnational Berlin route to seek amendments on a bill by lobbying Länder governments, a subnational Brussels route, based on the subnational levels’ influence on EU policymaking, or both. Investigating the case of Germany, our analysis of observational and survey data on interest group behaviour in the context of 25 legislative proposals that were drafted in the year 2019 demonstrates the importance of subnational lobbying on national policymaking. It is neither an exclusive strategy of outsiders on the national level, nor one of local and regional actors only. Furthermore, subnational lobbying is dependent on allied subnational governments that share a common interest goal the interest group.
