For each race, we computed the fraction of their population in San Francisco in each Census block. Then, for each Census block, we found the race with the highest fraction. For example, in the Census block bordered by 7th and 8th Aves between Clement and Geary, there were 26 blacks of a total of 262 residents. Yet this was the highest fraction of that race than the fractions of the others: 0.00058 compared with 0.00033 for hispanics, 0.00019 for whites, and 0.00040 for asians. So this block is labeled "black."
