This time I suppose that O'Quigley fit his model by fitting a beta distribution to the nurse column totals divided by 25. This gives a slightly different beta distribution (but not meaningfully different). The histogram in his Figure 4 is possibly a histogram of a sample from the fitted beta distribution.
