Do any residential property owners benefit from elimination of GHE?
Calculates median AV, EAV, and MV for residential properties in each municipality. Finds the breakeven value of residential properties that claimed the GHE in 2021. Home values above breakeven point would experience a lower taxbill if the GHE were eliminated.
Cook County, IL Incentive Class Properties
Identifies properties with major classes 6, 7, or 8 (types of incentive classes) summed at the assessor neighborhood level and municipality level. Maps the assessed value and number PINs with incentive classes.
Progressivity in Cook County Tax System
Calculates tax bill / AV for all properties for scenarios where the General Homeowner Exemption is worth 0 EAV up to 50,000 EAV. Compares tax burden of homes at the 25th percentile to homes at 75th percentile of assessed value. (does same for homes valued at 10 & 90 percentile within each Municipality)
General Homestead Exemption Effect on Tax Rates in Cook County
Examines how tax bills would change for properties with different Assessed Values. Increase or decrease in bill depends on if homeowner currently claims the general homeowner exemption. Properties with AV's equal to the Cook County quartile breaks and Municipality level quartile breaks are used to show property tax bill change and how the composite tax rate would change at the municipality level.
Tax Bill Change if General Homestead Exemptions were Removed
Adds all General Homestead exempt EAV back to tax base, recalculates new tax rates, and creates hypothetical tax bills for all properties in Cook County. Current tax bill data from PTAXSIM. For Major Class 2 properties: if someone currently claims an General Homestead exemption, they would expect their bill to go up. If they do not current claim that exemption, their tax bills would go down from the new, lower tax rates.
Comparing Properties in Chicago and Dolton
Contains various ways to fid "similar" properties in Chicago and Dolton (median AVs, median taxbills, properties with similar AVs, properties with similar taxbills). Uses property class 203 for comparisons.
